how to decode a sentencepeice file

Hey I am looking to understand how to decode and encode a sentencepeice file , and from my understanding sentencepeice files are just protobuf files according to this thread https://github.com/google/sentencepiece/issues/121

However I tried decoding one of the sentencepeice models but it did not work, I want to be able to view the human readable format of the model so I can make edits myelf manually. I am attatching a sample model and would love to get any help regarding this :)
