We use the scripts here to build protoc binaries.

@adam thanks for your input. I have went through the scripts.
I am working on generating protoc for s390x system.
I am able to edit the link and generate the protoc binary for s390x using following command on linux x86 machine:
```
sudo apt install -y g++-s390x-linux-gnu
protoc-artifacts/build-protoc.sh linux s390x_64 protoc
```

What else do we need to add new arch support?
