tar.gz assets missing from 21.11 release?

Hey folks,

We use the protobuf-cpp release assets for building Talos Linux. It seems that the tar.gz assets are missing from the latest release, and I'm just trying to understand if that was an intentional change or an oversight during the release process. The zips don't seem the build the same way in with our process, so I'll need to do some digging if things have changed.

A warning: those files will no longer be distributed starting at release 22.x. You can read about that change and more upcoming changes here.
