[protobuf] [Announcement] 33.3 release artifacts

Due to some issues with our Bazel BCR release, we needed to patch in some Bazel-specific integrity files 2 hours after releasing our 33.3 tar today.  This changed the checksum of our released source tars, but there are no behavioral changes to any of the code.

We will fix the underlying issue for future releases, and will be looking into enabling immutable releases going forward.
