My favorite is SpectraST! Open source, well documented, main output format is splib and sptxt, where sptxt is essentially the same as the NIST msp format, which is the most common format, convertible to others (just rename xx.sptxt to xx.msp and most tools that read MSP will work fine)

There’s no separate download and install, but it installs with the TPP on Windows or Linux.
