There's no form attached to this email. Also since the domain has already expired, Safaricom can go ahead and purchase the domain.

Safaricom insist that for a co.ke domain you need to transfer it to them using the attached form.

Only then can it be released to them.

If it was a .com domain would be easy to acquire it without the form.

Kindly assit urgently.
