THE HAND UPDATE
An updated listing of information for Bloomington neighborhood residents!

There are many opportunities for Bloomington residents to have direct input and influence into the improvements, programs and services in their neighborhood.  If you have an idea that would like to see implemented in your neighborhood. Please feel free to contact Vickie Provine, Neighborhood Services, Housing and Neighborhood Development Department to explore funding and grant opportunities.

On Tuesday, Feb. 3, the City of Bloomington will hold a workshop,“Resource Workshop for Community-Powered Arts,” for neighborhoods to gain insight into projects and how they can implement them in their neighborhood - more information listed at the end of this newsletter.

Here are several programs coming up soon that you can utilize for your neighborhood projects:

Neighborhood Improvement Grants 

These grants provide funds for neighborhood physical improvement projects that require $2,000 or more. Learn more about some of the previous neighborhood projects that were funded by this grant.

Examples of projects for this grant include:

  • Neighborhood Signs

  • Neighborhood Art Sculpture

  • Landscaping, benches and trash receptacles on public right of way

  • Historical markers

Program Information and Deadlines:


Overview of program:  Tuesday, Jan. 27, at 6 p.m., McCloskey Room #245 of City Hall, 401 N. Morton St.

Program materials must be turned into the HAND office of City Hall, 401 N. Morton St., by the following deadlines:

Letter of Intent:    Friday, Feb. 10, by 4 p.m.

Application:          Friday, March 27 by 4 p.m.


Neighborhood Cleanup Grant

A Neighborhood Cleanup is an effective way to work together as a neighborhood in order to instill pride in your property as well as your community.  

The HAND Department sponsors annual Neighborhood Cleanups in a competitive application process. Neighborhood Associations that have demonstrated through their applications the need and ability to conduct a successful clean-up are awarded a HAND sponsored Neighborhood Cleanup. A key factor is having enough volunteers and good communication within the neighborhood to make the event successful.  
The neighborhood organizes the event and provides all the volunteers; HAND provides much needed dumpsters, Hazmat, chipper service and tire disposal.

Proposal Deadline:  Monday, March 2 by 4 p.m in the HAND office of City Hall, 401 N. Morton St.



Small and Simple Grant 

The Small and Simple Grant provides neighborhoods with the opportunity to initiate projects that require $1,000 or less of grant funds. Grants have been awarded for landscape projects, neighborhood signs, welcome kits for new neighbors, printing and mailing of the neighborhood newsletter and many more projects. Past grant projects, including pictures, can be found on the City’s website.

City of Bloomington Resource Workshop for Community-Powered Arts


Have an idea about an art project you would like to do in your neighborhood, at your business or organization or for your community?


Come learn about grant programs and partnership opportunities available at the City of Bloomington to help support your idea and help make it a reality. Representatives from the Bloomington Entertainment and Arts District (BEAD), the Bloomington Arts Commission (BAC), the Bloomington Urban Enterprise Association (BUEA), the Housing and Neighborhood Development Department (HAND), the Planning and Transportation Department and the Community and Family Resources Department will talk about the grant programs they have available that support community-powered arts projects. They'll also share guidelines and deadlines, tips for project and partnership development, tips for completing a successful grant application and more. This info session is designed for neighborhood associations, artists, arts organizations, businesses and anyone interested in getting an arts project off the ground.


The workshop will take place Tuesday, Feb. 3 from 5:30 p.m. to 7 p.m. in Council Chambers of City Hall, 401 N. Morton St.
