The Executive Committee for the Prospect Hill Neighborhood Association invites any resident interested to submit an application to serve on the Design Review Committee for the Greater Prospect Hill Historic District.
Background: In 2008 the Prospect Hill Neighborhood Association voted to establish a Conservation District. In 2013 our conservation district was elevated by the state to a full historic district, which was named the Greater Prospect Hill Historic District (GPHHD). Faced with this change, PHNA created a committee to develop new GPHHD design guidelines, ratified by the Bloomington Historic Preservation Commission (HPC) and City Council in 2014. (For context on the state’s actions, see page 6 of our design guidelines at https://bloomington.in.gov/sites/default/files/2017-05/prospect_hill_guidelines.pdf.)
The GPHHD design guidelines call for a 5-member design review committee, with 3 members required for a quorum. The committee reviews items (mainly housing) that require HPC approval (demolition, new construction, additions, moving a structure) and makes use of the design guidelines to assist our neighbors to update or repair their homes while preserving the overall distinctive character of Prospect Hill’s historic architectural fabric. The committee cannot approve or deny a project, only provide recommendations before the project goes to HPC. More details on the committee’s role can be found on page 10 of the design guidelines; maps of the neighborhood and historic districts are on the PHNA home page (https://www.prospecthillneighborhood.org/).
The committee usually meets by email on an as-needed basis. Current members are Patrick Murray, Richard Lewis, and John Vitello.
If you are interested in volunteering to fill one of the two openings on the Design Review Committee, please write Glenda Murray, PHNA president, at glmu...@iu.edu by Friday, Jan. 17. Please write a paragraph (not an essay) on your experience in the neighborhood, your experience with historic preservation and old houses, and your interest in serving. The Executive Committee of PHNA will discuss the applicants and recommend two new members to those present at the Feb. 3 PHNA meeting, which is currently planned for Southern Knoll at 1105 W 3rd at 6:30 PM. If we have inclement weather, we will meet by Zoom.
Please contact Glenda Murray if you have questions.
