unable to add user to prosody

I am using 
datamanager         error       Unable to write to accounts storage.

Where is this setting to be made?


[root@li78-163 accounts]# prosodyctl adduser demo@localhost
Enter new password:
Retype new password:
datamanager         error       Unable to write to accounts storage ('/usr/local/var/lib/metronome/localhost/accounts/demo.dat~: Permission denied') for user: demo@localhost

Permissions. Prosody does not like to run as root, it tries to switch
to the 'prosody' user. And the 'prosody' user doesn't have permission
to create or write to that directory. If you are using Metronome, the
user might be 'metronome', but I'm not sure.

for some reason the directory tree that held the configuration file did not have the permissions cascading all the way  and prohibited files read/writes
