Saratoga, CALIFORNIA — California Property Tax Exemption CA2026 Ballot Initiative Committee today highlighted growing national momentum for property tax reform, citing recent legislative action in Florida and reform efforts underway in 16 states. The Florida House recently voted to advance a proposal that would allow voters to decide on eliminating certain non-school property taxes, reflecting a broader national trend toward property tax reform.
The 60+ Property Tax Exemption Act of 2026 initiative (filed with the California Attorney General on December 2nd, 2025) is currently in the signature-gathering phase and progressing toward the November 2026 ballot. More than 300 volunteers and circulators across the state support it today.
The ballot initiative received widespread media coverage, including ABC10 Sacramento, ABC7 Los Angeles, CBS8 San Diego, the Sacramento Bee, MSN, Yahoo News, National Today, WRE News, CLTA eNews, Sierra Daily News, Crescent City Times, and World Journal.
“Before asking Californians to pay more, government must show it can manage resources responsibly and contain fraud,” Rishi Kumar, the chair of the California Property Tax Exemption committee said. “Accountability first — taxes later. After a lifetime of work, contribution, and sacrifice, older adults deserve the stability and peace of mind that comes with being able to remain in their homes. This exemption represents a critical step toward protecting seniors."
Recent reporting by CBS News highlighted over $31 billion in unemployment fraud, $20+ billion in homelessness spending without clear accountability, and 300+ unresolved State Auditor recommendations, with lawmakers failing to act on three out of four audit fixes.
California operates on an annual budget of roughly $350 billion and collects about $100 billion in property taxes each year. According to the Legislative Analyst’s Office (LAO), the proposed exemption represents approximately $12–$20 billion (equating to ~6% of the state’s budget).
The ballot initiative's commitment is clear: protect funding for schools and essential services while giving seniors the stability they’ve earned. The LAO analysis estimate reflects a static, worst-case model, while overlooking offsetting savings from preventing senior displacement, homelessness programs, and fails to account for efficiencies from technology and AI-driven government optimization. In short, it models cost — but not outcomes, savings, or real-world dynamics. The financial analysis and full context are explained in greater detail on our website.
