Ensenada, Mexico.- JUST off the highway in the scrubby hills north of town stands a walk-in shrine to a man known as the “narco saint,” Jesús Malverde, a Robin Hood-like bandit who is said in Mexican lore to have performed miracles for the desperate after he was hanged in 1909.“This one says ‘Thank you for making my business prosper,’ ” said Saúl Alarcón, translating one of the scrawled messages from drug dealers. Freshly lighted votive candles glowed on wood shelves. This was just another business trip for Mr. Alarcón, 38, a conservation manager for Wildcoast, a nonprofit conservation group with offices in Imperial Beach, Calif., and in Tijuana, the Mexican border city about 65 miles north of here.
