There are tools which will generate the configuration file for you, but
ultimately the YAML configuration file needs to be created for
Prometheus to work.

If you use the File-based service discovery you can use JSON files for targets if you like that more, but you will need the main YAML config nevertheless.

YAML is a superset of JSON, so you should be able to write your config in JSON if you prefer.
