Can alertmanager use another receiver as fallback after failure to reach one receiver?

No, the alertmanager can't do that. You could look at using something like haproxy to do this, or rely on the features of something like PagerDuty.

Bumping this just to confirm this hasn't changed since Jan 2019 (I'm guessing not, based on the lack of any info in documentation). We still need to set up something outside Alertmanager to handle a HA setup for receivers?
