haproxy_exporter FINAL Release 0.15.0

Hi all,

I have rounded up all the pending changes, and made a final release of the standalone HAProxy exporter. As all supported versions of HAProxy have built-in support for Prometheus metrics, this exporter is no longer needed, so we are retiring it.

This is the FINAL RELEASE of the standalone HAProxy exporter.
All supported versions of HAProxy now have Prometheus metrics built in.
Please transition to using the built-in support as soon as possible.
