count_value over time

Hi, I have the metrics with different labels and only three possible values. The operator count_values is working fine, but it shows me the average result of a time range from the dashboard.

Does it possible to specify the time range for the request with count_values?

Is the time range related to "count_values"? Can you show me what query you used and what result you expected?
