Common tag on metrics

How I can add common tags on metrics? 

Any idea how this can be achievable?

You can add labels via relabling, but in general that is not advised.
What are you trying to achieve?

I want to add tag to metrics polled from telegraf to Prometheus.  Like cpu_usage_system cpu_usage_guest  are original name of metrics but want to add some tag so using that tag can setup alerts.

This is meant to happen at discovery time in the prometheus.yml.
