how to dump wal to block without prometheus?

when prometheus reboot, it take a lot of time to read the wal，sometimes it must start as soon as possible. so i backup the wal and start prometheus with no wal. I want to restore these data and upload them to S3 by thanos, so that It wouldn't be lost. is there a way?

I guess you could just copy the `wal` and the `chunks_head` directory
into a new empty directory and then start a separate Prometheus server
without any configured scrape targets, pointing at that new directory
as its data directory.
