New Prometheus Governance and Elections timeline

Hi All,

The Prometheus project is in the process of adopting a new governance model to keep up with the growth of the project. This effort has been several years in the making and the draft of the new governance is available here: https://github.com/prometheus/governance/pull/1

Adopting the new governance would make it easier for us to onboard more community members into the maintenance and decision-making process of the Prometheus project. We'd really appreciate it if you could review and give us any feedback on the PR.

The timeline for adopting the new governance is roughly as follows:

• Early Feb, call for a formal vote on the governance
• Mid Feb, announce the elections, call for nominations
• Mid March, conclude the elections, and announce the bootstrap steering committee
