how to decide how many CPU/MEM is required for a single Prometheus?

Can a Prometheus instance with 32GB monitor 20000 servers?

You probably want more than one Prometheus instance for that many servers, but of course it depends on how much per server you want to monitor, your network topology, etc. There are a number of things that affect the resource use of Prometheus, not just the number of targets.
