Cloudwatch Exporter & YACE

Dear all,

Matthias Rampke would like to stop maintaining
https://github.com/prometheus/cloudwatch_exporter

At the same time, Thomas Peitz and Cristian Greco are maintaining
https://github.com/nerdswords/yet-another-cloudwatch-exporter and it
seems good adoption.

After many discussions at PromCon last week, the short version is:
Move YACE into prometheus/ or prometheus-community/, deprecate
cloudwatch_exporter, and provide docs or even tools to migrate.


This email serves as an invitation to discuss as much as an
announcement of (future) maintainership as per governance.
