Prometheus 2.31 delayed

Hello Prometheans,

Due to CI issues, I am not able to release Prometheus 2.31 today.

We are not able to run tests on Windows, which are required to release Prometheus.

I have raised a ticket with our CI provider, I hope to get it solved ASAP.

If that is not fixed early next week, I will work around this to release Prometheus 2.31.
