drafting a prometheus 3.0 release announcement

As discussed on Slack, I've created a draft document for creating a release announcement for Prometheus 3.0. The hope is that rather than a project board or series of Issues, a document like this can provide a way to get a high level sense of how the release is shaping up and what the top priorities are. 

We are soliciting input from the community about what should be mentioned as headline features vs a longer new/fix list at the bottom of the post. So for instance, perhaps the release announcement mentions native histograms as a new feature, and out-of-order as a follow-on feature still being worked on.
