Prometheus Agent Proposal

Hi all!

Over the next few weeks, I'd like to create a PR for bootstrapping a Prometheus Agent based on the existing Grafana Agent code.

The initial PR will be smaller in scope and closer to a functional prototype instead of a complete solution (i.e., no UI support at first). If the PR gets accepted, I will continue to support the Prometheus Agent and contribute the remaining work.
