Prometheus 2.51.0-rc.0 is available

Release candidate 2.51.0-rc.0 is available with some new features - relabel rules for AlertManager routing and a limit parameter on some APIs, plus improvements for Native Histograms and performance.

There are also bug-fixes in rate(), remote-write and Azure service discovery.

Please try out the relese candidate on a non-critical environment and let us know what you find.
