Prometheus 2.46.0-rc.0 is available

Hello Prometheus community,

We are excited to announce the release of Prometheus 2.46.0-rc.0.

In this release, Promtool gets a new "promtool push metrics" command to
push metrics to remote write endpoints. It also has a "promtool promql"
command to format queries and modify label matchers.

Native histograms got a lot of improvements and bugfixes in this release
as well.
