Prometheus 3.0.0-rc.1 is available!

Hi!

We are excited to release another rc.1 with the (hopefully) last key changes before the 3.0.0! 

Notably GOMEMLIMITS and GOMAXPROCS are smartly adjusted if not set, by default. From 3.0.0-rc.1 OpenTelemetry users will be able to receive OTLP without UTF-8 normalization, allowing native Otel experience:

Please try out the release candidate on a non-critical environment and
