Prometheus 3.0.0 is available!

Hi!

We are excited to release 3.0.0! This marks the first major release in
7 years. For the past year the community worked hard to implement new
features, like OTLP support, a new UI and UTF8 metric and label names
plus a lot of enhancements and bugfixes.
