PV/PVC restore best practise

Hello All,
we use the Velero 1.4.3 with restic and we have it integrated with minio instance.
Is there any recommended procedure to restore PV/PVCs only in particular namespace?
I thought about :

I thought about :
1) scaling the deployment config to 0 to release the PV/PVC used
2) delete PV and PVC
3) run the restore of PV and PVC for the particular namespace
4) scale the deployment up again...
