Did you figure this out in the end? or do you still want feedback on this?

Hi Ryan,

yes I finally figured something out.
I didn't have time to finish what I wanted to do, but a draft can be found here.

Development Team;

A new patch has been posted on the ProjectPier.org issue tracker.  This is a feature enhancement that was recently donated to the project, I didn't write it I just created the patch.  Is someone willing to volunteer to test and review the code this new feature?  There is a more detailed explanation in the issue tracker along with some screen shots, but basically it gives you a link to upload a new version of a file without the need to first click into the file's "edit" screen.

The link to the patch in the issue tracker is: http://www.projectpier.org/node/1381

Best Regards,
Jon

I almost forgot... for anyone who is a maintaining one of the languages, there are three new language strings to be translated:

'new version file' => 'A new version of the file will be uploaded',
'upload_new_version' => 'Upload new Version',
'upload_file_new' => 'Upload File',

It would be best if each language maintainer could post a comment to the issue tracker with the name of the language and attach an updated language/en_us/project_interface.php file including these new strings.

Cheers,
-Jon
