RESPONSE PLAN FOR HAITI EARTHQUAKE RECOVERY

 

MISSION GOAL:   Facilitate effective disaster response to children by:

·   Engaging local and arriving responders in deployment of psychosocial support for vulnerable children in key locations

·   Facilitating exchange of field expertise, knowledge, and technical consulting among all groups needing flexible and workable solutions for meeting the emergency needs of children for safe and developmentally appropriate care

·   Providing informed situational analysis and reports on children’s needs

·   Partnering with governmental and nongovernmental networks to support child protection and psychosocial resilience and all-around response/recovery efforts

 

TIMELINE

27 Jan-10 Feb

PKID Field Director Paige Ellison-Smith initial in-country assessment; three target partners identified, continuing priorities developed, presence in UN Child Protection Working Group and other clusters established, Flash Appeals approved and submitted.

22-24 Feb

Project KID strategy meeting for response planning/buildout

1-5 Mar

Second in-country deployment:

·    Work out and trial supply chain and storage solutions for personnel and equipment, including BUV

·    Establish PlayCare prototype at UN LogBase

·    PlayCare site assessments and prioritization

·    As capable based on supplies, deliver PlayCare Capability (kits, setup, personnel training) to  target partners

·    Scout locations for establishment of maternal-child step down camp

·    Scout locations for establishment of pediatric amputee stepdown facility; trial Creole version of Henry materials with amputees and families

·    Develop initial mapping strategies for vulnerable children, including needs for sustenance supplies, psychosocial support, medical/public health interventions

·    Meet with current and prospective partners

ONGOING

·    Identify additional needs in country

·    Recruit/Train in-country personnel for future PlayCare Deployments Promote information sharing environment to address wholistic needs of children

·    Develop/trial initial wholistic evaluation tools for children’s resilience and recovery

·    Reachback to Stateside networks to mobilize additional assets.

 


 

PENDING FUNDING

PKID submitted 6 Flash Appeals through UN process Feb 18:

·    Maternal-Child Respite Center(s) (stepdown camp)

·    Pediatric Amputee Support Center

·    PlayCare Kit Assembly (100)

·    PlayCare Site Deployment (first phase 50)

·    Respite for Disaster Care Workers

·    Shelter Boxes (200 targeted to vulnerable)

Three additional projects are proposed for alternative funding streams:

·    Comprehensive mapping of children’s sites/needs

·    Elder Care

·    Transportation for Female Amputees
