Generating CRG Roads

Is there a way to generate a custom CRG road to use for the Vehicle module?

This is not really a Chrono question, but rather an OpenCRG one.

Yes, you can use the OpenCRG library to create your own CRG data file. See the documentation.

Look also at this repository for an example of Matlab code to generate crg data file (looak at the various functions in the RMS_generator/ directory).
