Notice for modifying prometheus metrics of type Summary to Histogram

Hi All,
There are summary/summary vector type metrics in Antrea. As per Kubernetes metric overhaul, it is recommended to use histograms instead of summaries. And the summary types are tagged for deprecation.
Three metrics will be modified: DurationAppliedToGroupSyncing, DurationAddressGroupSyncing, and DurationInternalNetworkPolicySyncing
Please let us know if there are any concerns.
