As I remember SC2 had 3 StarBases on the map, 2 of which didn't provide services to the Captain, 1 of which had nobody on board to converse with the Captain. It was clear that the Earth Base is our HQ where we can freely access background info and all the services we need.

In the P6014 demo StarBases are abundant. Probably to kill challenge out of this game, all ship types can be buildt, all services can be accessed at several locations, especially at our home quadrant. P6014 spoils the player, which I think could and should be avoided by putting limits on the services of al StarBases except our own HQ.

1. StarBases provide assistance only when the race agrees to assist the Captain.
2. StarBases can build only local and generic designs (e.g. Yehat SB builds Terminators and Furies -- maybe Scouts -- plus Hauler transports only), because the supply of starship captains is also limited to local races.

The close proximity between a homeworld and StarBase makes having dialogues for both quite redundand. When you play the game, this is most apparent at the Yehat/Pkunk and the Syreen homeworlds. Offloading minerals is the only thing that makes having a chat with the SB Commander necessary, but that only doesn't worth putting a Commander on the comm screen. I think the best solution would be to strip some StarBases of the "Starbase Commander" option and replace it with an "Offload Minerals" option. Some StarBases -- where dialogue is actually important -- can operate in the classical way, for example at the VUX base the planet can't be accessed, but the Captain needs to deal with VUX problems.

I'm not so sure about Earth though: I think Hayes is better being put on Earth. With that, we can ...

1. ... finally drop the "don't engage comm with homeworlds" excuse which doesn't seem to apply to places we actually have art for.
2. ... show some extra visual information about the state Earth is in (in the form of say a window looking at a reconstruction scene in the background), and possibly some development about Hayes as well.
