E.A. Draffan has just commented on the idea Text to Speech app. on Project REALISE!
I know there are several iPhone and Android apps that offer text to speech but I have to agree none of them offer what you want. There is a problem being able to have an app that works like a toolbar above other applications on a mobile phone operating system, but I am sure there must be a way to get round the copy and paste issue. I am sure the Claro App developer would have done it if it were possible but you never know! CapturaTalk on the Android does have a work around but once again it does not achieve all you want!
