On dropping GHC 7.10 support

Hello List,

We may be able to support GHC 8.2 in a few days without the
--allow-newer hack thanks to a third-party package bounds update. Would
anyone object to this project dropping GHC 7.10 support?

Fine with me. It's typical to support the last 3 GHC versions. Since 8.4 is out, that would mean 7.10 is pretty safe to drop at this point.
