Found some intressting things today.
Here is an article about Garbage Chute Maintanence and dangers of misused or unmaintained chutes:
http://www.habitatmag.com/Publication-Content/Building-Operations/2015/2015-June/Maintaining-the-Garbage-ChuteLinked in it is a section of the Rules of the City of New York (R.C.N.Y.) regarding the construction of garbage chutes:
http://www.nyc.gov/html/dob/downloads/rules/1_RCNY_24-01.pdfIf I understand that text (Section d) correctly a class A multiple dwelling higher that four stories that uses trash collection / compaction (possible room upgrade?) rooms needs a garbage chute system. It seems the usefullness of a chute rises with building height. So the higher the building, the more you need a garbage transport method that does not need manual labor.
But I might have read that wrong. I don't speek lawyer...

PS: What about heating / AC service? Might be useful in a building...
PPS: The other rules of new york might be intressting to read too. I found Chapters about elevators, escalators, piping, smoke detectors, sprinklers, cranes ....
