🎉 Contour v1.28.1, v1.27.1, and v1.26.2 released

Hi all,

We're excited to announce the release of Contour v1.28.1! This release is a fast follow bug-fix release to v1.28.0 that contained many exciting developments, including:

• Gateway API v1.0 support
• Support for Gateway API's BackendTLSPolicy, the first Gateway API extension Policy resource Contour supports
• Per-Listener connection count limiting
• Improvements to downstream and upstream TLS configuration
• Kubernetes 1.29 support

We've also released v1.27.1 and v1.26.2 with updated dependencies, YAML manifests, and testing with the latest Envoy patch releases which address relevant CVEs.
