Are you trying load balancing across various servers or are you trying to mirror server request? what exactly do you mean by "TUning up the server for performance?

I'm trying to increase the performance of my application. Because with
this current setting of php.ini, my.ini and httpd.conf the application
still run too slow and sometimes its going down if it accesed by 200
users or more.

Hello,

are you using the xampp software package from http://www.apachefriends.org/en/xampp.html
?

If so then you should remove it and install apache, php, mysql and
configure it yourself because XAMPP is not made for production
environment.

Because it has many extensions installed, it is very slow and not
secure.
