Subject: TLQC3545= Budget 2026-27: Crypto may be taxed @30%\

590+ Taxes & Levies Quick Commentary - TLQC 3545

A. Background

(1) This refers to the related Important TLQC 3281 of 24.9.25 in trail, blue, italic and double Line Ex FBR Chairman warns Crypto may Rival Hawala in Usage & Shariah issues too (2) More relevant QCs List is given Para III for ready reference

B. Updated Commentary

1. Is 30% crypto tax confirmed?

No — not officially confirmed (as of now)

  • This appears to be a proposal/speculation, not a passed law.
  • Pakistan’s budget proposals often circulate before final approval.

2.  Current crypto legal/tax status in Pakistan

  • Crypto is not fully legalized as regulated currency (refer to para A).
  • However:
    • Authorities like FBR (Federal Board of Revenue) may treat gains as taxable income.
    • No clearly defined, dedicated crypto tax framework like India (which has 30%).

3.  Where does “30%” idea come from?

  • Likely inspired by India’s crypto tax model (30%)
  • Analysts sometimes suggest Pakistan may adopt a similar structure
  • But:
No official budget document confirms this rate yet

4.  What could realistically happen?

Possible scenarios:

  • Govt may:
    • Introduce capital gains tax on crypto
    • Require declaration of crypto assets (which is effectively required but practically not being discased)
    • Apply income tax slabs instead of flat 30%
  • Or delay full regulation again (which has happened before)

5.  Conclusions

  • Crypto taxation in Pakistan is being discussed
  • 30% tax is NOT confirmed policy (yet)
  • Treat this as speculation / proposal, not law
