B. Updated Commentary
1. General: Further to KQU 3927 of 1.6.26, being an important matter, we would inform you about ARY news Interesting Video Constant Tax Increase & Downfall of Pakistan Economy due to High Corruption (Attachment 3546.1). in ensuing paragraph, with emphasis ours in bold & Underline for quick reading. In this program, host Mr Muhammad Malik interviews Mr Saif Anjum Federal Secretary Ministry of Industrial and Production, who discusses bureaucratic inefficiencies and corruption within the Engineering Development Board (EDB) and their negative impact on Pakistan's industrial growth.
2. Bureaucratic Challenges: The discussion highlights the detrimental impact of certain bureaucratic individuals on the country, particularly focusing on retirees and those ousted from their positions. These individuals, such as Federal Secretary Saif Anjum and senior engineer Khuda Bakhsh, embody the frustrations and plans that can lead to widespread repercussions, with the former facing retirement soon and the latter feeling aggrieved. Their motivations reflect a broader issue in the bureaucratic landscape, indicating potential corruption and a desire for revenge.
3. Federal Secretary Profile: Mr Saif Anjum, a Grade 22 Federal Secretary, is set to retire on February 28, leaving only a year and a half in his career. There is also a senior engineer named Mr Khuda Bakhsh, a Senior General Manager at the Engineering Development Board, which operates under the radar despite wielding significant power and influence, potentially leading to substantial financial implications for the nation.
4. Engineering Development Board: The Engineering Development Board (EDB), established in 1995 to promote industrialization in Pakistan, has become a bottleneck causing significant financial losses to the country's industries amounting to hundreds of billions of rupees. Despite numerous attempts to engage its officials for accountability, responses have been elusive, revealing a troubling lack of transparency and a possible disregard for their responsibilities.
5. Policy Delays: The EDB is responsible for policy-making, but several crucial policies, such as the automotive, mobile phone, solar, and lithium battery policies, have been stagnant for months, causing significant financial losses to the country. Despite previous investments and the urgency for progress, bureaucratic delays and possible incompetence have hindered any movement, leading industry stakeholders to express frustration over the situation. The lack of action on these policies is exacerbating the country's economic struggles.
6. Individual Accountability: Sir Khuda Bakhsh joined the State Engineering Corporation in 1994 as an Assistant Manager and later moved to the Engineering Development Board in 2004 on deputation. However, there is no record of approved extensions beyond five years or formal absorption into the new department, leading to an audit objection from the Auditor General's Office and media coverage. Despite the lack of formal approval, he was promoted to Deputy General Manager in 2010.
7. Promotion Controversies: The narrative highlights questionable promotions within a department, where an individual ascends from Deputy General Manager in 2010 to Senior General Manager, despite the post being nonexistent. Notably, they later approve their own promotion to CEO in July 2024 amidst ongoing inquiries related to integrity issues that remain unresolved. This situation represents only a fraction of the broader problem of corruption.
