Download Can 39;t Be Downloaded Securely

We recently noticed that when visiting one of our sites & clicking a link to download a document, the file does not immediately download and Edge displays a message stating " can't be downloaded securely":

i have the issue
we have an application running from https site
on that i have a button which takes me to a url which is http
i get the prompt saying the file can't be downloaded
however if i paste the url for the file into the browser it works

I was editing a video and I needed some pngs for my video, so I went to google and downloaded an image, but when I did so, google said "Image can't be downloaded securely", and there was an option to discard it. I discarded it, and then noticed it in my quick access. I feel pretty worried, but I scanned the website the image was from on virustotal, and it came back fully clean. Though, I can't do anything with the image. It says its file location is downloads, and in downloads i can't find it there. I can't move it to the trash bin to delete it. I can't move it anywhere. Its a png, surely no harm can be done, right?

Any attempt to download a .deb file on Microsoft Edge failed: "cannot be downloaded securely", and clicking the three dots and "Keep" does nothing either. I've googled "ubuntu 'cannot be downloaded securely'" but found nothing.

For the downloaded debs, you can install them using:
1.sudo dpkg -i /Downloads/ or
2. sudo dpkg -i and then open the Downloads folder, select a deb and drag it into the terminal and the path will autopopulate.

The cookies, cache data that gets downloaded automatically while surfing on several websites can be malicious or faulty data. This can be one of the reasons for the occurrence of this error. If you want the data of your browsing history or cookies you can take a back-up or export chrome history and cookies in advance.

While doing some troubleshooting, I noticed that firmware updates are downloaded via insecure HTTP from update.purpleair.com - this should really use SSL at a minimum. The fw currently seems to have SSL support in it already, as it posts data updates to www.purpleair.com from what I was able to see in the logs.

I currently allow sensitive user-generated Excel files (created in Java/POI) to be downloaded from the server by creating a file name with a GUID and then saving it in a publicly available directory, and providing the link for this file.

every time i hit the download button on the eden eternal installer in the website it says EEV_Install_v1.rar can't be downloaded securely. im using microsoft edge and i can access other sites and can even play other games soo i dont know what is wrong

Does anybody have another suggestion how I can make it more secure? Ideas I have is only allowing IPs where Zapier is located or removed the file as soon as it is downloaded once, but I'm not sure if this will be very hard to implement straight on S3?

For anyone hit by this issue you might consider uploading your files as if they are Links (just to get them into the file system) and then make a PDF with links to the "real" files. The PDF is the single file "product" you are selling and they are downloading. The customer then clicks on the links in the downloaded PDF to get the individual files. It's a workaround, for sure. Much better than having a "dangerous file" warning and all the problems and support headaches that come with it.

The download blocking feature has been in Chrome for more than 18 months so I'd have expected to see this issue sooner if it were the sole cause. If the same products were being downloaded fine in June and July then, as @creedon suggested above, something must have changed, somewhere. I have no idea what that something is!

My question is: if everything is downloaded in cleartext and an attacker can modify the ISO and the hash file, couldn't they also sign the hash file with their own public key and then publish that key to the key server? I would download their signature which would error out their key which I would naively download from the key server. Don't I need to at least have secure access to the key ID for their public key?
