Understanding 'partial' field in the Prodigal output

Hi,

Prodigal predicted the following gene on the reverse strand of the edge of a contig. The contig was obtained from a metagenomic assembly:

As you can see, there is a codon STOP 'TAA' but the START codon is missing.

I don't understand why the gene is tagged 'partial=01'. Should not it be 'partial=10'?
