data process? how

I am trying to work on an application that would handle the data
process and I was wondering if you could give me some suggestions on
what works and what doesn't. I would also love to get some links on
tools you have already done in python that would do similar job.
So to start we need:
1. some way to download our data (csv,xml, zip, xls, txt, mdb,pdf,
..what other common format are out there ?)
2. some way to check if data was updated (how are you guys doing that now? )
3. Convert to ( I usually convert it to sql database so I use file
definition to load it into database. What conversion do you usually
do?)
4. summary (do you do any statistical summary or any other summary of
the data? )
5. display (data for yourself or data for public? raw data or
processed data or custom fit display mode where raw data doesn't tell
anything)
6. Re usability (which part were you able to reuse the most.
practically(from your experience) which once are possible and which
aren't .
Any other part I missed or "more practical breakdown then the one I
listed here."?
