CEC 2021 call for competitions

Simon Lucas and I are competition chairs for next year's Congress on
Evolutionary Computation.

We welcome competitions based on games, as well as those that have
nothing to do with games. Though the focus of the conference is
evolutionary algorithms, competition entries don't need to be
restricted to such methods.
