Per Article V of the United States Constitution, I propose that the
People of every State request their Legislatures to call a
Constitutional Amendment Convention to pass, by 2/3rds vote of the
People, the following amendment:

"Any act by any person in the Federal Government, which attempts to
disempower the People outside the Constitutional Amendment process,
shall also be considered treason."

Article V clearly describes two ways to amend the Constitution, one of
which (above) can entirely bypass Congress. This proposal would put
some teeth in the Tenth Amendment (which also benefits States vs the
Feds), allowing the most severe penalty for greedy power grabs of all
sorts, not just those that defy the Second Amendment.

Easy. Any citizen. If there is a complaint about being deprived of
some right, and if the complainer can point out which Constitutional
right is involved, and which Federal personnel were involved in the
deprivation, then a trial could determine the truth of the matter, and
possibly lead to evicted/incarcerated (and perhaps worse) Federal
personnel. After a few trials, the rest of the Feds might get the
message, that the People are the Boss, not them.

Uh, I don't think more litigation is good. This would, of course, open the floodgates to thousands of spurious lawsuits. "I have a right to free housing!"

I understand the intent of the proposed new amendment, but does everyone realize that when you call a Constitutional Convention that ALL amendments currently in the Constitution would be up for review, and that mischief can take place by people who are not our friends? Would we want to see the 1st, 2nd, 4th and other amendments re-worded also?

There's already the federal civil rights acts that cover that.  Deprivation of civil rights can have up to a penalty of death under federal law.
