Problem Description: I am a mentor for the 2013 Google Summer of Code,
and my student wants to publish his Android application to the Google
Play store using one of our organizational emails
(android-at-privly.org), which is currently tied to a Google Apps org
that is grandfathered in for free service. It looks like there is no
way for me to activate a Google Play account for android-at-privly.org
without making this account a full business account. This would incur
a significant expense, which is not an option. We would like to avoid
setting up secondary email infrastructure just to gain access to
another Google property. Is there some way for me, as administrator,
to add the ability to publish this (GSoC funded) application for
Android without incurring the monthly Google Apps fee? Should we
request a non-profit Google Apps Account?
Steps to Reproduce:
1. Sign into domain user account for administrator
2. Visit: https://play.google.com/apps/publish/signup/ You should now
be told that the user does not have permission to visit this page, and
the domain administrator should grant access. However, it appears that
I cannot add this capability as domain administrator.

Shivam,

After a few more rounds with various Google Support people, I am going
to try to delete the and...@privly.org email on the google apps
domain and create it as an alias on an existing email. Will me
deleting the email at this time lose you any data?
