Regarding Suggestion on National Policy on Prison Reform

Dear Friends,
            Hope you are doing fine. I was wondering whether there is any update on sending suggestions on Draft National Policy on Prison Reforms from other regions. Being a part of western region, we have forwarded our suggestions to Prayas who took initiative to send it to Delhi.

Please find enclosed Sudhar's suggestions on the same for your kind perusal.

I am attaching the note prepared by Prayas, including some additional suggestions from Sahaydri Foundation for your reference.
Please add you suggestions if any. I am already in reciept of the the note prepared by Sudhar. By tomorrow, we plan to sedn this to the BPR&D.

Besides, as Surekha (SUDHAR) had suggested during a phone conversation yesterday, it would be more effective if we send the suggestions on the draft policy to all the members of the core group mentioned on the last page of the policy.

I know it is bit late but felt it is important to clarify and suggest certain things before proceeding any further on our attempts for prison reforms. 
 
  • On 25 March consultation in Delhi all of us decided to submit our suggestions on prison draft policy to BPR&D as a collective group working for prison reforms. 
  • With that spirit CHRI had taken iniative to get the report of the draft and circulated to all concerned. 
  • The reliabel sources we have suggest that Draft policy is not in the agend of April 25 Meeting of MHA. Unofficially it may or may not figure.
  • That meeting is an exclusive meeting of MHA and NGOs are not involved or invited. The decision of MHA/BPRD gave us more time to comment on the draft policy.
  • CHRI has also already prepared a rought draft of commentary on the draft policy and feels it needs to be improved further.
  • There are lots of issues regarding the draft policy: from the constitution of the drafting, to issues discussed, to non-involvement of NGOs. As a pressure group also we should be able to comment on all these issues. 
  • One suggestion for consideration is whether we can comment/suggest on every issue included in the draft or let us identify some crucial aspects(this is what we have done on AP Prison Manual Reveiw Committee)  and meet up once again discuss threadbare clause by clause and collate all suggestions and submit the same to govenment and talk to media.  
  • CHRI requested for report on the proceedings of the meeting so as to enable us to respond on it in future. We can take that into consideration in our next meeting.  
  • CHRI strongly feels that we should act collectively, including others on the way emerge as a strong advocacy group on prison reforms over a period.

Dear Murli,

Your suggestions are well taken. If you know from authoritative sources that the National Policy is not on the agenda, there is no need to hurry. I was feeling that there was a need to make some form of written representation in the 25th meeting, even if time has not permitted us to deliberate as a group and come out with a common document. Can you share the note prepared by CHRI so that the process of dialogue amongst us can be started as soon as possible? This will add to the notes already in circulation  - by one by Prayas and Sahaydri and the other by Sudhar.

Regards and greetings.
Gone through with the latest conversation with the group members we also agree that the such type of work should not be completed in hurry but sufficiant time should be given for minute study and making comments. Here with we are sending some comments on objectives of Prisons  and correctional Administration at page 124.
