Dear friends across India,

In a nasty Sunday surprise, the President put his seal of approval on laws that can make it even harder to punish rapists. With the country on the streets for weeks demanding bold action, this pathetic first response is a slap in the face to women. But now together we can shame the President into action.

In a hurried move, President Pranab Mukherjee signed a deeply flawed law that continues to allow husbands to rape wives and soldiers to rape civilians. This mockery of the Verma Committee report does nothing to challenge the epidemic scale of rape across India. President Mukherjee is close to Sonia Gandhi and has real clout in the ruling Congress Party. If he sees how outraged we all are, he will warn the government that we won’t put up with repeated failures on women’s rights.

President Mukherjee can’t be President for only half the Republic. Let's send him a deafening message urging him to promise that he won't sign any new anti-rape legislation that doesn't fully implement the Verma Committee's recommendations. After the massive street protests that followed the heinous gang-rape of a 23-year-old student, the government set up a committee headed by Justice Verma to recommend ways to end the rape epidemic. A loud cheer went up around India when the Committee challenged male power across all of India's male-dominated institutions and recommended sweeping reforms to transform the way women are viewed under the law.

Shockingly, the government's response was to claim Justice Verma overstepped his authority and to remove his report from the Home Ministry's website -- indicating that our politicians don't care enough to address the challenge. Next the government brought forward a deeply flawed law that fails to attack the rape epidemic in homes and areas under army occupation. Citizens begged President Pranab Mukherjee not to sign it, but he refused to listen to the people of India, hastily signing the new law claiming it will deter criminals. A bill will be introduced in the coming session of Parliament but no one knows what it contains. For now, the only thing we can see is a President agreeing to new rules that are more anti-justice than anti-rape!

We don't have time to lose. The government is trying to paint the protesters as just a few silly feminists, but together we can show them that ending the culture of impunity that drives the rape epidemic is something everyone agrees on. Just as we forced them to set up the Verma Committee, we can force them to implement it.
