The philosophy behind creating open institutions for reformation of offenders is the same whether it is Sanganer in Jaipur or Bastoey in Norway. The difference is in the physical implementation of the idea. Norway has money to spend on horse-riding, solar panels, swimming and most importantly on 2-3 prison officers every 20 inmates. In Sanganer there are only 6 (untrained) warders - no officers - to look-after more than 150 inmates and their families and there is no facility for water or for construction of uniform hutments. And yet the panchayat of these resident inmates controls the open camp as a local body.
A bit of financial support from the government or from voluntary organisations can put the Sanganer Prisoners Open Camp on the world map of correctional institutions. This is how I feel.
