Here's what I think is happening: When you download the program, Windows
marks it as "suspicious" in some way, because it didn't come from a signed
installer. This causes a problem when the PWUI tries to use it.
If you double-click it (which you would never have occasion to do
normally), you may get a chance to tell Windows to stop asking this
question. If you allow it to run, it will do nothing except maybe write
some logging, because you haven't given it any parameters.
Does Windows let you say to stop asking? Does that solve the problem?

You use pwservices when you run a service as a Windows service, rather
than as a "Print Wizard service". If anything goes wrong, its only
recourse is to write to the log. So check the log for what might be the
problem.
